Job Purpose/ Background
The EMEA Technology and Operations Regulatory Change (TORC) team reports into the EMEA Head of Technology and Operations and is responsible for identifying incoming regulatory change impacting the function. The team has a focus on ensuring operational readiness for major regulatory change impacting the EMEA region, however, plays a pivotable role in the framework for global horizon scanning, impact assessment and communication of incoming global regulatory change impacting T&O globally. For specific regulation, TORC partner with T&O functional teams and business functions across the firm, to ensure that an appropriate operating model is in place to meet regulatory requirements on an ongoing basis.
TORC is seeking a Director in London or Edinburgh to join the team. Their primary role will be to act as a people leader of change managers and business analysts and to partner with peers on the firm’s most critical regulatory implementations. Current regulatory focus includes but is not limited to, Operational Resilience, Consumer Duty, and Sustainability-related regulations.
The role requires deep dives into relevant regulation and supporting processes therefore an interest in the evolving global regulatory landscape is required. Other requirements of the role include developing project objectives with measurable goals, building positive relationships across the organization, simplifying the messaging of requirements, and working with teams to ensure that operating models meet regulatory expectations.

Responsibilities
- Manage a small team of Business Analysts and Project Managers focusing on people development, career progression and fostering an inclusive work environment.
- Partner with x-functional colleagues to evolve and strengthen the framework to assess and manage regulatory change.
- Lead as a creative problem solver that is focused on building scale and implementing a robust control framework, taking emotional ownership for the work.
- Develop regulatory subject matter expertise and dive deep into topics as they arise.
- Develop project plans with measurable goals, drive consensus and communicate plans and results to stakeholders and management throughout.
- Build strong working relationships and interact in a professional manner at all levels of seniority and across multiple cultures.
- Articulate complex regulatory and operational concepts to various audiences in both written and verbal formats.
- Ensure key issues and risks are being identified and appropriately raised.
- Identify areas for improvement in business processes and technology tools.
- Use your creativity and initiative to develop high impact materials for communication with senior management to help with decision making.
- Responsible for being a culture carrier and champion for DEI. The position does not involve being a people manager but at times will require oversight and direction of VPs and Associates on key projects.
About you
- 7+ years of experience in financial services, preferably in Asset Management
- Proven experience of managing people
- Proven experience of managing large scale change
- A highly motivated self-starter, confident and comfortable working from a “blank sheet of paper” to propose creative solutions to complex problems
- A keen interest in the evolving regulatory landscape globally, particularly ESG or resilience, with a particular focus on Europe
- A reputation as a strong, flexible communicator with the ability to distil sophisticated concepts and information; experience drafting memos and creating presentation materials for senior management is a plus
- Confidence that you will thrive on multiple fast-paced and high-profile projects, with strong prioritization and organization skills
- Flexibility to accommodate changing priorities across projects and portfolios and be able to bring a positive and creative approach to problem solving
- Strong collaboration skills and experience of working cross-functionally
- Excellent attention to detail and a strong work ethic

Our hybrid work model
BlackRock’s hybrid work model is designed to enable a culture of collaboration and apprenticeship that enriches the experience of our employees, while supporting flexibility for all. Employees are currently required to work at least 3 days in the office each week, with the flexibility to work from home up to 2 days a week; some business groups may require more time in the office due to their roles and responsibilities.
