The Programme Director – First Line Governance, Risk & Control (FLGRC) is accountable for the leadership, mobilisation, and end‑to‑end delivery of strategic FLGRC change programmes, as well as selected Group‑wide risk and control initiatives. Operating as a senior first‑line leader, the role holder will direct complex, multi‑year programmes across one or more of the following domains:
- Technology & Cyber Risk
- Third‑Party Risk Management
- Operational Resilience
- Data Governance, AI Governance & Privacy
- Enterprise implementation of the Operational Risk Framework across Technology
The Programme Director will ensure that all initiatives are appropriately governed, resourced, funded, and delivered to measurable business and control outcomes. This includes ownership of programme planning, dependency management, benefits realisation, stakeholder engagement, and the development of compelling business cases for investment and governance approval.
In addition to change delivery, the role will oversee selected critical BAU risk and control activities to ensure operational continuity, control effectiveness, and alignment with enterprise expectations.
The Programme Director will also provide pastoral leadership to the FLGRC India function, reinforcing a strong culture, capability uplift, and effective cross‑border collaboration. The role is a key member of the FLGRC leadership team.
Key Responsibilities
1. Programme Leadership & Delivery
- Serve as Programme Director for FLGRC change initiatives spanning technology risk, cyber risk, third‑party risk, operational resilience, and data & AI governance.
- Lead the design, mobilisation, and execution of large‑scale programmes, ensuring delivery to scope, schedule, budget, and defined outcomes.
- Oversee project managers, ensuring alignment with the M&G Change Framework and consistent application of programme governance standards.
- Establish robust programme governance, including steering groups, RAID management, control disciplines, and senior‑level reporting.
- Own integrated programme plans and manage cross‑functional dependencies across Technology, India operations, business units, and Group Functions.
- Drive clear articulation of programme outcomes—such as control uplift, regulatory readiness, risk reduction, simplification, or cost efficiency.
- Ensure all delivery aligns with enterprise change standards, risk appetite, and operational integrity expectations.
2. Business Case Development & Investment Governance
- Lead the development, shaping, and socialisation of FLGRC business cases, including articulation of regulatory drivers, risk exposures, control gaps, and expected benefits.
- Partner with PMs and SMEs to develop evidence‑based, strategically aligned business cases.
- Support prioritisation discussions and approvals through senior governance forums.
- Ensure business cases transparently outline risks, resource assumptions, dependencies, and post‑delivery residual risks.
3. Stakeholder Engagement & Communication
- Build strong relationships with senior stakeholders across Technology, business units, and Group Functions, securing sponsorship and delivery commitment.
- Own programme‑level communication strategies, ensuring transparent updates to governance forums and impacted stakeholder groups.
- Document and escalate material decisions, trade‑offs, and risk acceptances.
- Represent FLGRC change delivery in enterprise governance forums as required.
4. Governance, Controls & Reporting
- Chair key FLGRC change governance forums, ensuring first‑line ownership of risk and control transformation.
- Define, maintain, and present programme MI, dashboards, KRIs, and progress reporting to senior leaders.
- Work with FLGRC reporting teams to ensure consistency and accuracy across the programme portfolio.
- Proactively escalate delivery risks, emerging regulatory impacts, or changes in context affecting programme outcomes.
5. BAU Programme Management
- Oversee critical BAU operational risk and control activities where required, ensuring continuity and alignment with enterprise standards.
- Coordinate delivery of BAU control enhancements and remediation work that intersects with change initiatives.
- Ensure BAU operations follow clear governance, prioritisation, and resource management principles.
6. Leadership & Team Development
- Build programme management capability across FLGRC, driving consistent adoption of tools, methodologies, and delivery standards.
- Coach PMs and SMEs to enhance delivery effectiveness, stakeholder management, and executive communication.
- Role‑model first‑line ownership, disciplined execution, and pragmatic risk management.
- Provide pastoral leadership to the FLGRC India team to support culture, engagement, and capability uplift.
Key Skills & Experience
Essential
- Extensive experience as a Programme Director or Senior Programme Manager leading large‑scale, complex programmes within regulated financial services or enterprise technology environments.
- Strong knowledge of governance, risk, and control frameworks, with demonstrable ability to uplift them through structured change delivery.
- Proven delivery experience across cyber/IT risk, third‑party risk, operational resilience, data governance, AI governance, or privacy.
- Demonstrated capability in shaping and securing approval for business cases through senior governance.
- Strong track record managing cross‑functional dependencies and senior stakeholder networks.
- Leadership experience in matrixed or global organisations, including pastoral leadership responsibilities.
Desirable
- Experience operating within a First Line GRC environment.
- Knowledge of regulatory expectations related to operational resilience, outsourcing, cyber, and data governance.
- Experience supporting audits, regulatory reviews, or assurance activities connected to change outcomes.
- Experience working with global delivery models and cross‑border teams.
