Global Treasury (GT) is responsible for overall balance sheet management including credit, interest rate, and liquidity management. The Head of APAC Liquidity Management will play a pivotal role in executing and coordinating the divisional strategy whilst addressing the needs of the region’s legal entities. The position will report functionally to the Head of International Liquidity Management with a local reporting line to the Head of APAC Treasury, whilst working closely with the broader Global liquidity management team and key local stakeholders.

Key priorities for the role are to sustain and enhance existing liquidity management practices and proactively address the fluid regulatory environment. This role will also develop a framework that augments the core functional pillars of liquidity risk management, intraday liquidity, stress testing and metrics, regulatory policy & regulatory reporting, intracompany liquidity and analytics. Adept communication and coordination skills will play a pivotal role in developing and sustaining a cohesive framework.

Responsibilities

  • Establish and maintain an effective liquidity management framework in APAC that addresses the local needs of in scope entities. It should be integrated in such a way as to ensure harmonization of approach with the other branches and banking subsidiaries
  • Partner with key regional and global stakeholders such as business management, liability management, asset management, finance/regulatory reporting and operations
  • Within the Branch structure where there might be a local requirement to hold HQLA or other strategic assets, ensure such are optimized and considered from a global perspective
  • Oversee the interaction with local regulators while mindful of engaging the wider team when appropriate
  • Coordinate international responses to liquidity related regulatory requirements such as consultative papers. Analyze and communicate the impact of these developments at the local and consolidated level
  • Taking direction from the Head of Global Liquidity Management, own and coordinate the timely production and governing function approval of key liquidity management policies
  • Participate in industry discussions and engage our peers by seeking out related forums or established working groups
  • Provide substantial contribution and local insight as it relates to initiatives such as the development of an intraday liquidity framework and liquidity stress testing
  • Prepare and produce required reporting driving systems and process changes to enable high quality deliverables from Liquidity Risk
  • Proactively and continuously reassess the liquidity risk environment and adjust measurement and controls along with the operating model, as necessary to ensure optimal performance.
  • Contribute to Global and local Recovery and Resolution Planning and work to implement ex ante actions as appropriate

Experience

  • 10+ years’ experience in financial services in both technical and non-technical roles
  • Possess sound knowledge of best practice techniques in the industry covering FTP, ALM, liquidity and financial risk management
  • Excellent written / oral communication skills – in particular, an ability to communicate complex technical ideas to a diverse audience and relate to less market and liquidity risk aware businesses
  • Demonstrable knowledge of understanding of relevant regulations and experience managing regulatory relationships and issues
  • Proven experience working in globally dispersed teams – accommodating the challenges of time zone differences and cultural interactions
  • Some cash or liability management trading experience would be desirable but not essential
